What Can I Own With a Standard PAL?
A standard non-restricted PAL allows you to purchase, possess, and use non-restricted firearms. This includes the vast majority of bolt-action, lever-action, pump-action rifles and shotguns used for hunting and target shooting. You can also purchase ammunition for these firearms.
What Does an RPAL Allow Me To Do?
An RPAL includes all the privileges of a standard PAL but adds the ability to possess restricted firearms, such as handguns and certain semi-automatic rifles. It subjects you to stricter storage laws (the AND rule) and requires an Authorization to Transport (ATT) to take your restricted firearms to an approved range.
Can I Upgrade from a PAL to an RPAL Later?
Yes. If you already hold a PAL, you can take the CRFSC course later to upgrade to an RPAL. However, you will need to pay the $80 application fee again and submit a new Form CFP 2131 application. Many people take both courses together initially to save time and money.
