Do I need CFSC to get a PAL?

Yes. Completing the Canadian Firearms Safety Course (CFSC) and passing both the written (80%) and practical (100%) exams is mandatory to apply for a non-restricted PAL. The CRFSC is additionally required for a restricted PAL (RPAL).

How long does a PAL take to process?

The RCMP processes PAL applications in approximately 45โ€“90 days on average, but processing can exceed 6 months. The mandatory waiting period is 28 calendar days regardless of how quickly the background check completes.

What is the pass mark for the CFSC?

The written exam requires 80% (typically 40/50 correct). The practical exam requires 100% โ€” zero errors are permitted. Any deviation from ACTS or PROVE protocols during the practical results in automatic failure.

Can I own a handgun in Canada with an RPAL?

As of November 2022, new handgun acquisitions are frozen under Bill C-21. Existing RPAL holders who already owned registered handguns may keep them and use them at licensed ranges, but cannot buy new handguns or sell existing ones to other individuals.

How do I store a restricted firearm?

Restricted firearms must be stored unloaded with a trigger lock applied AND in a locked container, safe, or vault simultaneously. Both conditions must be met at all times. This is stricter than non-restricted storage, which only requires one condition (OR rule).

What is an ATT?

An Authorization to Transport (ATT) is required to move restricted firearms to authorized locations. A standing ATT comes with your RPAL and covers home to licensed range, gunsmith, port of entry, or CFO. All other transport requires a separately issued ATT from your provincial CFO.
