The AND rule means: the trigger lock must be applied AND the firearm must be in a locked container. Both conditions must be true at the same time. A trigger-locked handgun sitting on a shelf in an unlocked room violates the rule. A handgun in a locked safe without a trigger lock also violates the rule. Both conditions must be simultaneously satisfied.

What Type of Safe Is Recommended for Restricted Firearms?

A Residential Security Container (RSC) or higher-rated gun safe is strongly recommended for restricted firearms. RSC safes meet UL Standard 1037 anti-burglary requirements. Bolt it to the floor or wall studs to prevent removal. A steel cabinet with a quality padlock can also comply but offers less protection.

How Must Ammunition Be Stored with Restricted Firearms?

Ammunition must not be loaded in a restricted firearm during storage. The regulations also suggest storing ammunition in a separate locked location.
